Stick(s?) in the Stern?

Two triremes in front of the mouth of a port with a bridge pier, towers and buildings. From the south portico of the Temple of Isis in Pompeii, now in the National Archaeological Museum of Naples (inv. 8527)

Notice the while ‘sticks’ coming out from the stern. These made me think of the filleted scepter on Antony’s coinage:
